Prison Fiasco

I'm trying to follow this story and it appears to work something like this. Company builds prison on speculation state will buy it. Company hires all kinds of former politicians as lobbyists. Company pays off high ranking state politicians, illegally. State buys prison. State gets screwed on deal.

That's a pretty sad sequence of events for Wisconsin. The Milwaukee Journal Sentinel has the story.
