In 1970, Milwaukee had the highest per capita income for African-Americans in the country, he said. Today, 43% of African-American males in the city are unemployed, according to another recent study.

That's not a problem, that's a crisis. We can only hope that the city steps up and works to eliminate the problem, since the county has certainly been lackluster at it.
